Richard (Dick) Mastel: NO Public education is badly underfunded. With the recent changes to the funding model, namely the 3 Year Weighted Moving Average, now changed to Two Year, not all students are funded. This change in the model is in my opinion, a way of cutting the dollars which should be going to fund students. I notion of being under funded was again in my opinion, conceited with the change to two year average from three. We need to get back to funding every student as was the practice in the past.
